What's Wrong With This Picture? Electrical Confusion
ANSWER: Multiple Issues at Electrical Panel
As the inspector approached this panel, he noticed what appeared to be a white wire protruding out the front of the electrical panel cover. Upon removing the cover, this is what he observed.
The above picture shows multiple issues. A white neutral electrical wire crossing over the panel from the left and connected to the bus bar at right is not a safe or an accepted practice.
The apparent double tap (two wires connected to a breaker designed for one wire) configuration at the lower right is also a safety hazard, potentially overloading the circuit.
Lastly, although not clear in this photo, it appears the wire sizing for the bottom right breaker may not be correct for the design of the breaker. Every breaker is designed with a specific wire size in mind and should never be intermingled.
All these are safety concerns and contrary to standard electrical installation and configuration practices. A licensed or certified electrician needs to be recommended to address each potential violation and perform necessary repairs.
